  1. Read Exodus 18:13-27. Why does Jethro confront Moses? Why might Moses be making this mistake?
  2. What are the responsibilities Moses and the other leaders need to take on? Are these merely legal and judicial responsibilities? Explain.
  3. What is the solution Jethro proposes? Why is it significant that this recommendation comes from a “non-Jew”?
  4. What are the qualifications of the leaders? Why are these qualities so important?
  5. What is the promised blessing of shared leadership (v. 23).
